The Department for Transport commissioned Cambridge Economic Policy Associates (CEPA) to review and develop options for reforming the airport slot allocation system.
This research was completed, with a final report written, before the COVID-19 pandemic. The conclusions have not been revised to reflect more recent developments – the content of the report should be understood with this in mind.
