The Department for Transport commissioned Oxera to conduct a behavioural experiment to explore alternative mechanisms for airport slot allocation.
This research was completed, with a final report written, before the COVID-19 pandemic. The conclusions have not been revised to reflect more recent developments – the content of the report should be understood with this in mind.
