Skills Advisory Panels (SAPs): role and governance

This guidance sets out how government will support Skills Advisory Panels, and its expectations as to their role, structure and governance.

Skills Advisory Panels will help Mayoral Combined Authorities (MCAs), the Greater London Authority (GLA) and local Enterprise Partnerships (LEPs) fulfil their local leadership role in the skills system by helping them understand their current and future skills needs and labour market challenges.

Skills Advisory Panels will be local partnerships aiming to strengthen the link between public and private sector employer, local authorities, colleges and universities.

Skills Advisory Panels will reflect the geography of the Local Industrial Strategies and be led by the local body leading on the area’s Local Industrial Strategy. Where existing employment and skills boards are functioning well, they will take on the Skills Advisory Panel function (in addition to any other responsibilities they hold) rather than creating a new body.

  • expectations around the structure and governance, including board membership
  • responsibilities of a Skills Advisory Panel
