Since 2018, the 36 skills advisory panels (SAPs), as part of Mayoral Combined Authorities (MCAs), the Greater London Authority (GLA) and Local Enterprise Partnerships (LEPs), have played an important leadership role in the local skills system.
SAPs have brought together employers, local authorities, universities, colleges and other training providers to help match training to the jobs available in the local area.
In 2021 to 2022, DfE ran a trailblazer phase of local skills improvement plans (LSIPs) in 8 areas of the country. This has been followed by a national roll out of local skills improvement plans across England. Employer representative bodies (ERB) were designated by the Secretary of State to lead development of LSIPs in 38 areas.
In the financial year 2022 to 2023, DfE funding supported SAPs to:
- produce and make available robust analysis of skills needs and the local labour market
- work collaboratively with the designated employer representative body in the development of a local skills improvement plan for the area
There will be no further funding of the SAPs under section 31 of the Local Government Act 2003.
