SIA recruitment policy: pay for new starters

1. Request

  1. Any policy documents or meeting minutes which detail that the policy in place between the dates of 1 June 2015 and 1 November 2018 was that new starters or employees moving to new roles would start on the lowest rung of the relevant salary scale for that job.
  2. During the period 1 June 2015 and 1 November 2018, the number of new starters and employees who moved to new roles whose starting salary was not set at the lowest rung of the relevant salary scale for each financial year within this relevant period.
  3. If there are any hits for 2. above, the directorate that those numbers are attributed to.

2.1 Policy documents

Please see the attached document ‘Recruitment, Selection and Induction Policy (v5), December 2017’ (paragraph 54).

“Line managers should agree a starting salary with HR at the outset of the recruitment process and before any offer of employment is made to ensure consistency of approach. Once agreed, HR should make an offer of employment to the successful applicant, usually the bottom of the advertised salary scale.”
