Updated the 'SIA privacy policy' document to reflect changes to our processes and to make some parts of the policy clearer.

Updated the 'SIA privacy policy' document to: change references to "Her Majesty's Passport Office" and "Her Majesty's Revenue and Customs" to "HM Passport Office" and "HM Revenue and Customs"; remove the reference to our office being closed because of the coronavirus pandemic.
