In the event that LEPs need to assess the financial viability of projects from providers, they should use the SFA’s financial plan template and handbook for FE colleges and use the simplified financial plan template (see published document above) for training organisations.

The Skills Funding Agency has made available a suite of supporting application documentation as part of its offer to support Local Enterprise Partnerships in the allocation of Skills Capital for 2015 to 2016 and 2016 to 2017.

LEPs that have opted to take up the SFA’s Skills Capital support offer will need to refer colleges and training organisations to these documents for them to complete as part of the application process.

LEPs may request that colleges and training organisations complete investment appraisals. The SFA can provide recommendations on the most appropriate stage to request this information in a LEP’s Skills Capital allocation process.

In the event that LEPs need to assess the financial viability of projects from providers, they should use the SFA’s financial plan template and handbook for FE colleges and use the simplified financial plan template (see published document above) for training organisations.

The cost breakdown analysis form can be used to assess costs of the project. This form should be used in conjunction with SFA’s cost model, which gives benchmark costs of typical capital works for new build and refurbishment projects in the further education sector.

The monthly expenditure profile captures projects’ monthly forecasted spend.
