Severn Trent Water Limited has applied to the Environment Agency to vary a licence.
The Environment Agency is giving notice of this application, in accordance with Section 37 and Section 51 of the Water Resources Act 1991 and Regulation 6 of the Water Resources (Abstraction and Impounding) Regulations 2006.
The application is to vary licence serial number 03/28/38/0018. This application is part of a programme to help restore sustainable abstraction.
The licence authorises the abstraction of surface water at National Grid References SK 17 92 (Howden reservoir), SK 17 89 (Derwent reservoir), SK 19 85 (Ladybower reservoir), SK 14 89 (River Ashop), SK 14 85 (River Noe) and SK 16 86 (Jaggers Clough). The licence allows Severn Trent Water Limited to abstract 89,425,000 cubic metres (m3) of water per year for the purpose of public water supply. Abstraction is also authorised from National Grid Reference SK 17 92 for 5,400 m3 of water per hour, 129,600 m3 per day and a total of 47,304,000 m3 per year for the purpose of hydro-electric power generation.
The variation applied for is:
To change the compensation requirements from the River Ashop, River Noe and Jaggers Clough.
The proposals are:
- River Ashop: Increase the compensation flow from 5 Megalitres per day (Ml/d) to a mean monthly minimum flow of 8.5 Ml/d with a requirement that daily flow cannot drop below 5.5 Ml/d (unless natural inflows fall below this level)
- River Noe and Jaggers Clough: In normal flow situations (ie when the combined upstream flows in the River Noe and the Jaggers Clough are 20 Ml/d or greater) the proposal is to vary the allocation of the current 20 Ml/d compensation flow (currently 10 Ml/d down the River Noe and 10 Ml/d down the Jaggers Clough) to initially 12 Ml/d down the River Noe and 8 Ml/d down the Jaggers Clough. If monitoring shows no adverse impacts, the proposal is to increase the compensation flow down the River Noe to 14 Ml/d and reduce the compensation flow down the Jaggers Clough to 6 Ml/d.
- In the event of very low flows (ie when the combined upstream flows in the River Noe and the Jaggers Clough are less than 20 Ml/d) it is proposed that the Licence Holder will consult with the Environment Agency to agree the compensation requirements.
- The proposed variations to the compensation flows will be time limited.
The licence is located in the Upper Derwent catchment, part of the Derbyshire Derwent abstraction licensing strategy area. It allows for the management of water across the linked waterbodies of the Derwent catchment and further management of Ladybower Reservoir.
