SEN appeals: writing the ‘working document’ (SEND23)
How parents and local authorities should prepare their ‘working document’ before a SEND Tribunal case.
A working document is the final statement written by the local authority and the parents or young person before they go to a special educational needs (SEN) appeal hearing.
- changes to the wording of an SEN statement or education, health and care plan that each side wants or can agree
- any issues that the tribunal must decide at the hearing
