In December 2022 the Department for Transport (DfT) published its findings from the national evaluation of the e-scooter trials in England.

To help us develop policy we now need a more detailed understanding on a number of areas, particularly mode shift and safety. The context in which e-scooters are used has also changed. The pandemic-related restrictions, which e-scooters were well-placed to overcome for some people, have now lifted.

In recognition of these factors, DfT is carrying out a second evaluation of the trials, which aims to:

  • build on findings from the first evaluation
  • update and expand DfT’s understanding of the delivery and impact of e-scooters

This research protocol document explains the aims and objectives of this latest evaluation.
