Seamless tubes and pipes originating in the People's Republic of China (Anti-Dumping Duty 2317)

In view of the General Court’s findings in case T-364/16 and in accordance with the rule of equivalence of form through regulation 2019/251, the Commission has amended regulation 2015/2272 removing Hubei Xinyegang Steel Co. Ltd (additional code C129) from the scope of the Anti-Dumping measures on imports of seamless pipes and tubes, of iron or steel, originating in the People’s Republic of China. The Anti-Dumping Duty for all other companies continues unchanged.

This regulation takes effect from 14 February 2019.

Repayment or remission may be requested on form C285 from the National Duty Repayment Centre, in accordance with the three year rules.

The Anti-Dumping Duty rate applicable to additional code C129 was changed to ‘nil’ on Customs Handling of Import and Export Freight (CHIEF) on 6 June 2016.

Default interest, where appropriate, will be the rate applied by the European Central Bank as published in the Official Journal, on the first day of the calendar month in which the deadline falls, plus 1 percentage point.
