This statutory guidance is for local authorities who must follow it if they come across any maintained schools causing concern.

Other persons or bodies may also find it useful as departmental advice.

Section 72 of the Education and Inspections Act 2006 places a legal requirement on all local authorities in exercising their functions in respect of schools causing concern as set out in Part 4 of the 2006 Act, to have regard to any guidance given from time to time by the Secretary of State.
