Salix Finance Ltd: public body review outcome

The Department for Business, Energy and Industrial Strategy (BEIS) completed a review of Salix Finance Ltd (Salix). The review was part of the government’s Public Bodies Review Programme. It was started in July 2022 and concluded in January 2023.

1. Background of Salix

Salix is responsible for providing grant funding to public sector organisations for heat decarbonisation and energy efficiency projects to reduce greenhouse gas emissions from public sector buildings. In addition, since January 2023, Salix formally agreed to be the Delivery Agent to deliver 2 new grant schemes for social housing and private housing schemes.

Salix was formed in 2004, and acquired by government on 30 September 2020, when it was classified as a Non-Departmental Public Body of the Department for Business Energy and Industrial Strategy (now the Department for Energy Security and Net Zero).

2. Purpose of the review

The review aimed to ensure that Salix is:

  • delivering with a clear purpose which remains relevant and is appropriately classified
  • on track to be effective, efficient and aligned to the department and wider government priorities
  • well governed and properly accountable for what it does

3. Recommendations and conclusions

The review team concluded that the principal functions of Salix are required, particularly given its identification as the preferred choice to deliver 2 high profile net zero related schemes. Given the organisation recently transitioned to the public sector and its additional delivery responsibilities, the review concluded that Salix should proceed to a full-scale review at the end of financial year 2023 to 2024 to support its continued organisational change.
