This framework document has been drawn up by the Department for Business, Energy & lndustrial Strategy (BEIS) in consultation with the Regulatory Policy Committee (RPC). This document does not confer any legal powers or responsibilities. lt is signed and dated by BEIS and the RPC. Copies of the document and any subsequent amendments will be placed in the Libraries of both Houses of Parliament and made available to members of the public on the RPC website.
