The winter period is particularly high-risk for individuals who are sleeping rough, increasing the demand for immediate ‘off the street’ accommodation. In recognition of the significant pressures that local areas face, the government announced £4 million in funding for rough sleeping winter pressures 2023-24 on 15 January 2024, with a further £6 million in funding announced on 28 February 2024. This brings the total fund to £10 million.

Funding was allocated to selected local authorities identified through management information data as facing the greatest need in winter of 2023-24. The £10 million fund has been allocated across London and the Greater London Authority, and to a further 101 local authorities in England.

This funding complements the Rough Sleeping Initiative 2022-25 in supporting local authorities to create additional off the street capacity for rough sleepers in winter, providing warm and safe places to sleep and reducing the risk of deaths from exposure to extreme weather.

The rough sleeping winter pressures 2023-24 funding is a part of the £2.4 billion package of support by government to tackle homelessness and rough sleeping from 2022 to 2025.
