In December 2024, the government announced £58.7 million for the Rough Sleeping Drug and Alcohol Treatment (RSDAT) component of the Drug and Alcohol Treatment and Recovery Grant (DATRIG), providing funding to 83 local authorities across England to support people experiencing, and at risk of, rough sleeping who have substance misuse health needs. This commitment funds local areas to implement evidence-based drug and alcohol treatment and wrap around support for people sleeping rough or at risk of sleeping rough, including those with co-occurring mental health needs.

​The government recognises that homelessness and rough sleeping numbers remain high and that many people experiencing rough sleeping have substance misuse needs and can struggle to access the support they need. To tackle the continued pressures local authorities are facing, the government has provided an additional £3 million for the year 2025, to enable the local authorities currently receiving this funding to continue to support the most vulnerable in society.

The purpose of the funding is to:    

  • Improve substance misuse outcomes and recovery for people experiencing or at risk of rough sleeping  
  • Reduce the numbers of people sleeping rough as a result of substance misuse  
  • Reduce the number of deaths of people sleeping rough or experiencing homelessness from drug and alcohol poisoning

​The funding table attached represents the revised total allocation per authority to date for the Rough Sleeping Drug and Alcohol Treatment funding for 2025 to 2026, which now totals £61.7 million. This forms part of the £1 billion investment in homelessness and rough sleeping services this year.
