Road Investment Strategy 3 (RIS3): 2026 to 2031 BSL summary
The government has announced major improvements that will transform how we travel, support jobs and growth, and help build the homes this country needs.
Today (26 March 2026), the government is committing £27 billion to England’s motorways and main A-roads, as outlined in the Roads Investment Strategy 3 (RIS3)’
This money will be spent over the next 5 years, from 2026 to 2031.
For the first time ever, a record amount of this investment — 8.4 billion pounds — will go towards renewing our existing roads and bridges.
Our roads have been neglected for too long. Crumbling surfaces, failing bridges, and ageing infrastructure have held this country back. This government is now investing record funding to fix all that — renewing England’s roads as part of our mission to rebuild Britain and kickstart growth.
The result will be safer, smoother, and more reliable journeys for millions of people across the country.
But that’s not all. The plan also includes major new road schemes right across England.
Roads all across the country in places like Derby, Greater Manchester, Norfolk, and the Midlands will see upgrades.
These improvements will help people reach jobs more easily, unlock new homes, and keep goods moving to businesses and communities across the country.
This is the government investing in England’s future — building the infrastructure that drives growth and improves everyday life.
Secondly, the government has also reviewed a separate programme of road improvements on the Major Road Network (MRN).
After carefully examining 41 planned schemes, we are today giving the green light to the projects that will make the biggest difference.
These are schemes that are ready to go, offer real value for taxpayers’ money, and will support economic growth and new housing in communities across England.
Around £1 billion pounds is being committed to make these local road improvements a reality.
Together, these 2 announcements send a clear message: this government is getting on with the job of building a road network fit for the future, delivering better roads, more jobs, more homes, shorter journeys, and stronger communities.
