This document provides an update on the Competition and Markets Authority’s (CMA’s) monitoring of UK road fuel prices, retail spreads and margins. It includes:
- average UK pump prices and their components, including retail spread, from November 2024 to the end of October 2025
- fuel margins for the supermarket and other fuel retailers, from October 2024 to September 2025
- an analysis of operating profit margins, using data collected between 2020 and June 2025, to assess the extent to which operating cost pressures are reflected in changes to operating profitability
This is the first annual monitoring report published under our new statutory monitoring function. Our powers to fulfil this function were conferred in the Digital Markets, Competition and Consumers (DMCC) Act 2024, and commenced in January 2025.
Before commencement, we published guidance on how we’ll exercise our information-gathering powers when we monitor competition in connection with road fuel in the UK. This annual report relies on data gathered using our new powers under the DMCC Act 2024.
