The Department for Education (DfE) is commissioning an expert-led review of professional development for the children’s homes workforce.
The terms of reference set out the aims and scope of the review, which will focus on:
- the purpose of residential care
- knowledge and skills
- qualifications and apprenticeships
- ongoing training
- career pathways
- accountability
The outcomes will directly inform the practice of new DfE-funded children’s homes and any future changes to standards.
The review will report to ministers in September 2026.
