This report fulfils an Independent Chief Inspector of Borders and Immigration (ICIBI) recommendation from 2019 for the Home Office to conduct and publish an evaluation of changes to the appeals process introduced by the Immigration Act 2014. It examines the operation of the Administrative Review system and analyses processing times, case volumes, and estimated costs and savings over a 10-year period.
The report considers whether the system has delivered faster decisions and better value for money compared to the previous tribunal-based approach. While evidence suggests the reforms have reduced the number of tribunal appeals and generated savings for the Ministry of Justice and His Majesty’s Courts & Tribunal Service (HMCTS), it also notes operational pressures arising from increased case complexity and global events. The report concludes that further improvements will be needed to ensure the system remains effective and sustainable.
