The Waste Electrical and Electronic Equipment (WEEE) Regulations set out recovery and recycling targets for waste electrical equipment. For display screen equipment such as TVs and monitors, the recycling target is 70%.

This regulatory position statement (RPS) is for approved authorised treatment facilities who can no longer recycle leaded glass in display screen equipment.

This RPS only applies if you cannot meet the 70% recycling target in categories 3 and 4 of the WEEE Regulations, because you cannot recycle the leaded fraction of cathode ray tube (CRT) glass.

This RPS does not apply to any other WEEE recycling target.

This RPS will no longer apply if you secure appropriate treatment to meet the recycling target for CRT in categories 3 and 4 of the WEEE Regulations.

Conditions you must comply with

You must meet all of these conditions to use this RPS. You must:

  • recycle at least 70% of any non CRT materials in categories 3 and 4 of the WEEE Regulations
  • only send funnel glass for disposal
  • explore all possibilities for recycling CRT glass to achieve the 70% target
  • meet all the other conditions of your approval

You must make sure your activities do not endanger human health or the environment. You must not:

  • cause a risk to water, air, soil, plants or animals
  • cause a nuisance through noise or odours
  • adversely affect the countryside or places of special interest

Enforcement

An RPS means that the Environment Agency will not normally take enforcement action against you provided:

  • your activity meets the description set out in this RPS
  • you comply with the conditions set out in this RPS
  • your activity does not, and is not likely to, cause environmental pollution or harm human health

Expiry date

This RPS will expire on 1 January 2021. After this date you must meet the 70% recycling target in categories 3 and 4 of the WEEE Regulations.
