Recovery Grant Determination (2026-27): 31/8371

The Minister of State for Local Government and Homelessness (the Minister), in exercise of the powers conferred by section 31 of the Local Government Act 2003, makes the following determination:

Citation

1. This determination may be sighted as the Recovery Grant Determination (2026-27): 31/8371

Purpose of the Grant

2. This grant determinations encompasses the Recovery Grant, Recovery Grant Uplift, and Recovery Grant Guarantee as set out at the 2026-27 Final Local Government Finance Settlement on the 9 February 2026.

3. The purpose of the Recovery Grant is to provide un-ringfenced funding for local authorities to support communities who have been most impacted by historic funding cuts. Allocations are set out in Annex A.

4. The purpose of the Recovery Grant Uplift is to target additional funding towards upper-tier councils that would otherwise receive a less than 17% funding increase over the multi-year Settlement period. The Recovery Grant Uplift is targeted, with a £10 million cap for areas with an above 14% funding increase at the time of the provisional Local Government Finance Settlement over the period 2026-27 to 2028-29 to ensure that places with significantly below average increases receive a larger share. 5. The purpose of the Recovery Grant Guarantee is to ensure that upper-tier councils in receipt of the Recovery Grant receive at least a real-terms funding increase over the next three years, with payments capped at £35 million per council. Allocations are set out in Annex C.

Determination

6. The Minister determines the authorities to which grant is to be paid and the amount of grant to be paid as set out in Annexes A, B, and C of this determination.

7. Payment of the grant will be made in instalments through the 2026-27 financial year.

8. Before making this determination in relation to local authorities in England, the Minister obtained the consent of the Treasury.
