Proposals for placing children with their potential adopters earlier

This document proposes to introduce a new legal duty on local authorities to consider placing a child with carers who are likely to become their permanent carers, where it is clear that a child is unlikely to return home.

The Action Plan for Adoption set out the strong evidence base for the importance of ensuring that all children who cannot live with their parents are placed swiftly in the right form of permanent care for them.
