This review was commissioned by the Home Secretary in August 2024. It considers:

  • the types of roles in shortage
  • causes of shortages including training, pay and conditions
  • how the IT, telecommunications and engineering sectors have responded and adapted to these shortages
  • the impact, if any, of being on the immigration salary list
  • policies that could encourage these sectors to recruit from the domestic workforce
