Packaging data service levels 2025: Producer Responsibility Regulatory Services

The UK environmental regulators involved are:

• Environment Agency
• Scottish Environment Protection Agency
• Northern Ireland Environment Agency
• Natural Resources Wales

In this document we refer to these regulators as ‘the agencies’.

This document provides a list of:

• data input requirements
• the agencies’ target service levels (known as outputs)

Applies to:

• accredited reprocessors
• accredited exporters
• packaging producers

Packaging data service level: 2025

Accredited reprocessors quarterly returns and accredited exporters quarterly returns

Submission deadlines are:

• quarter 1: 21 April 2025
• quarter 2: 21 July 2025
• quarter 3: 21 October 2025
• quarter 4: 28 February 2026

Analysis and validation: UK summary of recovery and recycling

Output: dynamic public reports

This report uses live data from the National Packaging Waste Database (NPWD) so the overall figures for each quarter will fluctuate throughout the year as individual reprocessors and exporters quarterly returns are amended and resubmitted.

The dynamic reports are unvalidated. Dates for the publication of verified data are given in the next section.

The dynamic reports will be removed from NPWD following publication of the final 2025 recycling data on 27 March 2026.

Aggregated amount of waste packaging by material will be published monthly. This data is unvalidated. Publication will fall around the 10th day of each month.

Publication dates are:

• quarter 1: 22 April 2025
• quarter 2: 22 July 2025
• quarter 3: 22 October 2025
• quarter 4: available following approval from the Department for Environment, Food and Rural Affairs (Defra)

Output: verified public reports

As the data is superseded each quarter the previously published version will be removed from the database and updated.

Final data will be shared with Defra before public release on 27 March 2026.

Publication dates are:

• quarter 1: 15 May 2025
• quarters 1 to 2: 22 August 2025
• quarters 1 to 3: 21 November 2025
• quarters 1 to 4: 27 March 2026

Accredited reprocessors revenue submissions and accredited exporters revenue submissions

Submission deadline: 28 February 2026.

Verified public reports

No dynamic report is available.

The publication date for the agency verified public report is 27 March 2026.

Reprocessor and exporter accreditation applications

Submission deadline: 30 September 2024.

Analysis and validation: the accreditation public register.

Output

No dynamic report is available.

The agency verified public report is available all year (2025). It is updated automatically.

Producer registration and reporting

Registration deadlines:

• 1 April 2025 for large and small producers

Producer packaging publication dates

Analysis and validation:

• UK packaging supplied broken down by material and type
• public reports

Reports contain aggregated data in tonnes. The agencies will aim to extract data from the report packaging data (RPD) service every 2 months.

The overall figures will fluctuate throughout the year as resubmissions take place and additional organisations register.

Target 2024 data publication dates are:

• 15 May 2025 – update 2024 H1 and add 2024 H2 data (no update to 2023 data)
• 15 July 2025 – update 2024 H1 and H2 data
• 15 Sept 2025 – update 2024 H1 and H2 data
• 14 Nov 2025 – update 2024 H1 and H2 data
• 15 Jan 2026 – update 2024 H1 and H2 data
• 16 Mar 2026 – update 2024 H1 and H2 data

What these reports do and do not cover

The reports include packaging data submitted by producers.

The figures do not include:

• data from producers who have failed to report
• data from producers who reported their data after the date it was extracted from the RPD system
