Import of certain processed animal by-products for use or resale as educational tools only - Import Information Note (IIN) ABP/40

1. General information
This Import Information Note (IIN) must be read in conjunction with the IIN for general information for imports of animal by-products (ABPs), which provides information on pre-notifications, veterinary checks, risk categories and more.
References to European Union (EU) legislation within this document are references to direct EU legislation which has been assimilated in Great Britain (assimilated direct legislation), as defined in the Retained EU Law (Revocation and Reform) Act 2023 and can be viewed on the UK legislation website.
2. Scope
Import conditions for certain processed animal by-products which are intended for use or resale as educational tools only.
This IIN covers the following derived products only:
- vertebrate, invertebrate, aquatic animals and their by-products which have undergone a manufacturing or preservation process that reduces to an acceptable level risk to public or animal health
- plastomounted invertebrate, vertebrate and aquatic animals and their by-products
- sealed microscope slides of invertebrate, vertebrate and aquatic animals and their by-products
All animal based materials used in the products must originate from materials as defined in Articles 8, 9 and 10 of Regulation (EC) 1069/2009.
If you wish to import any other animal by-products for use or resale as educational tools which are not listed above, you may require an authorisation issued by Defra. Please contact the Centre for International Trade – Imports (see Section 7).
3. Country of origin
The certain processed animal by-products which are intended for use or resale as educational tools must come from a third country listed as a member of the World Organisation for Animal Health (WOAH, formerly OIE).
4. Documentation
General authorisation IMP/GEN/2013/04 (PDF, 2.59 MB, 4 pages) lays down the import conditions of certain processed animal by-products which are intended for use or resale as educational tools from third countries.
Each consignment must be accompanied by a copy of the general authorisation IMP/GEN/2013/04, and commercial documentation completed and signed by the senior manager of the facility on company letter headed paper and dated no less than 2 months from the date of import of each consignment stating the following information:
- name of the establishment of production
- name and address of the consignor and consignee
- name of the manufacturer, quantity shipped and identification marks
- country of origin
- species of animal from which the animal by-product was obtained
- type of product imported
- that the products were not derived from an animal known or suspected to be infected with a disease which is notifiable in accordance with the World Organisation for Animal Health (WOAH, formerly OIE) Terrestrial and Aquatic Animal Health Codes, or originate from animals in a premises, region or zone that is subject to official restrictions by the Competent Authority due to a serious disease to which the animals are susceptible
- that the products were not derived from an animal known or suspected to be infected with a disease transmissible to humans (zoonotic disease)
- that the animal by-products were specifically sourced for the manufacture of educational use products only prior to processing
- details of the manufacturing or preservation process, including the products used in these processes, that reduces to an acceptable level risk to public or animal health, including a list of products used to mitigate such risks
5. Packaging
The product must be securely packaged in clean, leak proof containers.
6. Labelling requirements
The outer packaging must be clearly labelled “NOT FOR FEED OR FOOD USE – FOR EDUCATIONAL PURPOSES ONLY”.
