Prime Minister and Heads of Devolved Governments Meeting communiqué 23 May 2025

The Prime Minister and heads of the devolved governments met in person on 23 May in London. The meeting was chaired by the Prime Minister.

From the UK Government: Prime Minister of the United Kingdom, the Rt Hon Sir Keir Starmer KCB KC MP; and Chancellor of the Duchy of Lancaster and Minister for Intergovernmental Relations, the Rt Hon Pat McFadden MP.

From the Scottish Government: First Minister of Scotland, the Rt Hon John Swinney MSP.

From the Welsh Government: Prif Weinidog Cymru, the Rt Hon Eluned Morgan MS.

From the Northern Ireland Executive: First Minister, Michelle O’Neill MLA; and deputy First Minister, Emma Little-Pengelly MLA.

The Prime Minister and heads of the devolved governments discussed the current global context and its impact on domestic policy. 

Ministers then discussed recent trade agreements with the European Union, the United States of America, and India. 

Ministers discussed working together to grow the economy, including the importance of the upcoming UK Government Spending Review to support and drive economic growth.

Heads of devolved governments raised a number of priority issues relevant to their own administrations.
