Post Office Horizon financial redress data as of 31 March 2026

As of 31 March 2026, approximately £1,517 million has been paid to over 12,000 claimants. This includes redress paid under the following live schemes:

  • Horizon Shortfall Scheme (HSS): £916 million total value of all payments including interim payments
  • Group Litigation Order (GLO) scheme: £223 million total value of all payments including interim payments
  • Horizon Convictions Redress Scheme (HCRS): £305 million total value of all payments including interim payments
  • Horizon Shortfall Scheme Appeals (HSSA): £4 million total value of all payments including interim payments

In addition, the Overturned Convictions (OC) scheme paid out a total of £68 million prior to its closure.

Spend is rounded to the nearest £1 million.

1. Financial redress paid

The chart in this section shows the cumulative total of redress paid by month and broken down by scheme. As of 31 March 2026, approximately £1,517 million has been paid in financial redress. This is up from £1,475 million on 27 February 2026.

2.1 Notes for table 1

In this table:

  • the data shows progress across full and final claims for live schemes. Further detail on interim payments and claimant progress on the HSS, GLO, and HCRS schemes can be found under the relevant sections of this publication
  • data regarding the HSS is sourced from Post Office Ltd, which retains full responsibility for the data it provides
  • redress progress and payments data reflects the current position at a point in time. It should be noted that these totals can change slightly as time goes on as both claim progress and payments are retrospectively confirmed
  • the OC scheme formally closed on 2 June 2025. Any OC claims that had not been fully settled as of 3 June 2025 are now being managed under the HCRS. Transferred claims are now reflected in HCRS data
  • details on the progress of HSSA claims are not included in this table but can be found in section 3.2

3. Horizon Shortfall Scheme (HSS)

You can find information on the HSS scheme on the Post Office corporate website, including details on:

  • ‘original applications’
  • ‘late applications’
  • interim payments
  • full assessment applications
  • fixed sum offers
  • top-up payments

Post Office Ltd received 2,417 eligible claims by March 2021 and has since received 11,197 eligible late claims to date. Evidence for shortfalls for some of these claims is still being assessed.

All the original cohort claimants have received an offer. The HSS claim data reported in table 1 also includes 2,183 offers accepted and 2,179 claims paid to original cohort claimants.

As of 31 March 2026, a total of approximately £916 million has been paid out on the HSS (including interim payments). Approximately £604 million has been paid in fixed sum awards to 8,061 claimants (1,262* of whom are claimants who had previously applied for full assessment but then switched to the fixed sum). Approximately £118 million has been paid in top-ups to previously settled claimants. 

*Since the last data publication (data as of 27 February 2026), the number of claimants who had previously applied for full assessment but then switched to the fixed sum has decreased. This is due to updated linking and labelling of claims, but these claims are still included in the count of claims paid.

At the start of 2026 there was a sharp increase in application volumes due to the scheme’s closing deadline of 31 January 2026. As of this publication, Post Office Ltd is still processing this backlog of claims. Consequently, a further rise in ‘eligible claims received’ over the subsequent reporting cycles is still expected, despite the scheme having closed to new applications.

3.1 Eligible claimant stages

As of 31 March 2026, 13,614 claims for financial redress have been received via the HSS. This includes applications received before the original deadline and applications received since the scheme reopened in October 2022.

Of the total 13,614 claims received, 10,775 have been paid and a further 42 claimants have accepted offers and are awaiting payment. Another 1,032 claimants are currently in receipt of offers that they have not yet accepted. The remaining 1,765 claimants are awaiting offers from Post Office Ltd.

Note that the counts of claims received and claims paid for the HSS may not perfectly reconcile for a variety of reasons which are detailed in previous data publications.

3.2 Horizon Shortfall Scheme Appeals (HSSA)

Information on HSSA can be found on the HSSA guidance page. As of 31 March 2026, 570 separate entity registrations have been received, of which 505 have passed eligibility checks so far.

As of 31 March 2026, the Department for Business and Trade (DBT) has received all required information for 95 cases, which are considered as full claims. Of the total full claims received, 6 claimants have been paid and a further 4 claimants have accepted offers and are awaiting payment. Another 51 claimants have received offers that they have not yet accepted, and the remaining 34 claims are under assessment.

3.3 Unsettled and settled HSS claimants registered with HSSA

As of 31 March 2026, 10 unsettled HSS claims (included in the count of ‘offers made and being considered’ in section 3.1) have subsequently settled in HSSA.

Table 2 shows the counts of HSS settled and unsettled claims registered with HSSA.

Table 3 shows the number of claims that were previously unsettled in HSS or Dispute Resolution Process (DRP) that were subsequently settled in HSSA. Note that some HSSA registrations were yet to disclose their previous status.

3.4 Scheme delivery targets

DBT is committed to a target of making a first HSSA offer to 90% of claimants within 40 working days of submitting a full claim.

As of 31 March 2026, 93% of claimants received their first offer within 40 working days of submitting a full claim.

4. Group Litigation Order (GLO) scheme

Information on the GLO scheme can be found on the GLO guidance page and GLO ‘questions and answers’ page. Out of the 555 people who were litigants in the High Court ‘Group Litigation Order’ case against the Post Office, 63 had convictions and were eligible to apply for redress, once their conviction had been overturned through the OC and HCRS schemes (see section 4.3).

As of 31 March 2026, of the 492 people eligible for the GLO scheme, 490 people have been paid some redress. Of these, 436 people have been paid full and final redress. Another 26 are in receipt of 80% of an offer made to them as interim payments after agreeing to a full and final settlement, or challenging the offer made to them. This means that in total, 462 members of the group (94%) have received substantial redress (defined as either full and final or 80% interim redress payments). The 30 remaining claims are in a mix of stages including:

  • awaiting a payment or offer
  • considering an offer
  • incomplete

4.1 Full and final claimant stages

As of 31 March 2026, full and final claims have been received from 482 of the 492 claimants and have been assessed as complete. Of the complete claims, 436 claims have been paid and a further 2 claimants have accepted offers and are awaiting payment. Another 39 postmasters have received offers from DBT, and 5 claimants are awaiting offers. Of the paid claims, 158 received £75,000 fixed sum award payments.

4.2 Scheme delivery targets

DBT is committed to targets of:

  • making a first offer within 40 working days of full claim submission to 90% of claimants
  • providing a substantive response within 40 working days to 90% of claimants who submit a complete challenge from 1 December 2024

As of 31 March 2026, 88.7% of claimants received their first offer within 40 working days of submitting a full claim. 93.9% of claimants who submitted complete challenges after 1 December 2024 received their substantive response within 40 working days of doing so.

4.3 Progress of original 555 Group Litigation Order members

Of the 555 members of the group which brought the GLO case to the High Court, 470 have had their claims fully settled as of 31 March 2026.

Status of 63 postmasters with overturned convictions, as of 31 March 2026:

  • 26 had their claims fully settled through the OC scheme prior to its closure 
  • 6 had their claims fully settled through the HCRS
  • 23 had claims being processed through the HCRS 
  • 8 are either yet to register for the HCRS or have registered and not declared their inclusion in the original GLO

5. Horizon Convictions Redress Scheme (HCRS)

Information on the HCRS, including details on the interim payment and fixed sum offer, can be found on the Horizon Convictions Redress Scheme (HCRS) guidance page.

As of 31 March 2026, 477 full and final claims have been paid. 476 of these had accepted the fixed sum offer. This includes claims that transitioned into the HCRS from the OC scheme in June 2025. Including the full and final claims, a total of 526 initial interim claims has been received, and 526 claims have been paid the initial interim payment.

5.1 Full and final claimant stages

As of 31 March 2026, 504 full and final claims for financial redress have been received via the HCRS. Of these, 477 have received payment and another 14 claimants have accepted offers and are awaiting payment. Another 9 claimants have received offers from DBT, and 4 claimants are awaiting offers. These figures include the claims that were previously being processed through the OC scheme but transitioned to the HCRS on 3 June 2025.

5.2 Scheme delivery targets

5.3 Progress of claims with convictions overturned by the courts

40 claims transferred to the HCRS after OC closure. As of 31 March 2026, 15 full claims had been received, 2 of which had been fully settled and paid. In addition, 16 full or partial offers have been made to full and partially completed claims.
