Post Office Horizon financial redress data as of 31 July 2026

As of 31 July 2026, approximately £1,666 million has been paid to over 13,300 claimants. This includes redress paid under the following live schemes (including interim payments):

  • Horizon Shortfall Scheme (HSS): £1,026 million total value of all payments
  • Horizon Shortfall Scheme Appeals (HSSA): £17 million total value of all payments
  • Group Litigation Order (GLO) Scheme: £235 million total value of all payments
  • Horizon Convictions Redress Scheme (HCRS): £319 million total value of all payments

In addition, the Overturned Convictions (OC) scheme paid out a total of £68 million prior to its closure.

Spend is rounded to the nearest £1 million.

1. Financial redress paid

The chart in this section shows the cumulative total of redress paid by month and broken down by scheme. As of 31 July 2026, approximately £1,666 million has been paid in financial redress. This is up from £1,628 million on 26 June 2026.

2.1 Notes for table 1

In this table:

  • data shows progress and major points of interest across the cohorts. We no longer present the breakdown of ‘offers accepted’ and ‘claims paid’ across schemes, instead providing detail on ‘claims settled’ within scheme cohorts. This will allow us to provide a more complete record of claim and claimant progress in future reports
  • settled claims include those with accepted offers (they are paid or soon to be paid). Note that HSS Claims Settled also includes claims settled through alternative routes (including some that subsequently settled in HSSA; see section 3.3), so the change value incorporates older claims that are now included in this definition, as well as claims newly settled this month
  • further detail on interim payments and claimant progress on the HSS, GLO and HCRS schemes can be found under the relevant sections of this publication
  • data regarding the HSS is sourced from Post Office Ltd, which retains full responsibility for the data it provides
  • redress progress and payments data reflects the current position at a point in time. It should be noted that these totals can change slightly as time goes on as both claim progress and payments are retrospectively confirmed
  • the OC scheme formally closed on 2 June 2025. Any OC claims that had not been fully settled as of 3 June 2025 are now being managed under the HCRS. Transferred claims are now reflected in HCRS data
  • although counts of settled HSSA claims that were previously unsettled in HSS are included in the HSS settled claims, details on the progress of all HSSA claims are not included in this table but can be found in section 3.2

3. Horizon Shortfall Scheme (HSS)

Information on the HSS is available on the Post Office corporate website, including details on:

  • original applications
  • late applications
  • interim payments
  • full assessment applications
  • fixed sum offers
  • top-up payments

Post Office Ltd received 2,417 eligible claims by March 2021 and has since received 12,192 eligible late claims, totalling 14,609 claims. Of the original cohort of claimants, 2,187 settled by accepting offers through HSS. Evidence for shortfalls is still being assessed for some late claims.

The £1,026 million that has been paid out on the HSS as of 31 July 2026, includes:

  • redress offer payments and interim payments
  • approximately £704 million paid in fixed sum awards to over 9,300 claimants
  • approximately £120 million paid in top-ups to previously settled claimants

3.1 Full and final claimant stages

As of 31 July 2026, 14,609 claims for financial redress have been received via the Horizon Shortfall Scheme (HSS). Of these claims, 12,166 claims have been settled through accepting an offer through HSS. A further 94 claims have settled through other means (see section 3.3). Therefore, 12,260 HSS claims are now considered settled. Another 1,023 have received offers that they have not yet accepted, and the remaining 1,326 claims are under assessment by Post Office Ltd.

3.2 Horizon Shortfall Scheme Appeals (HSSA)

Information on HSSA can be found on the HSSA guidance page. As of 31 July 2026, 572 separate entity registrations have been received, of which 527 have passed eligibility checks so far.

As of 31 July 2026, the Department for Business, Innovation, Science and Trade (BIST) has received all required information for 120 cases, which are considered as full claims. Of the total full claims received, 26 claims have been settled (offers accepted). Another 68 claimants have received offers that they have not yet accepted, and the remaining 26 claims are under assessment.

3.3 HSS and HSSA claimant journeys

The count of HSS claims settled encompasses not only claims against which a HSS offer has been made and accepted, but also those that became settled through other means, including when a claimant did not accept an offer through HSS but subsequently accepted an offer through HSSA. As of 31 July 2026, the additional 94 HSS claims settled through other means include:

  • 24 unsettled HSS claims that subsequently settled through HSSA
  • 15 claims that settled when 134 branch claims were consolidated into 119 fixed sum offers (fixed sum offers are awarded to individuals, and fully assessed claims are awarded on branch by branch bases; more detail is included in a previous publication)
  • 55 claims closed due to a variety of other reasons including: a cessation of correspondence after receipt of the nil offer; 100% offer payment through interim payments; and fixed sum claim closure after a claimant creates a new full assessment claim

HSSA claims can include claims from claimants with settled or unsettled HSS claims, originating from either the ‘original’ and ‘late’ HSS cohorts. Table 2 shows the numbers of full claims from claimants that previously had settled claims and unsettled claims in HSS or DRP, and the number of those claimants who now have claims settled in HSSA, split by HSS cohort.

3.4 Scheme delivery targets

BIST is committed to a target of making a first HSSA offer to 90% of claimants within 40 working days of submitting a full claim.

As of 31 July 2026, 88% of claimants received their first offer within 40 working days of submitting a full claim.

4. Group Litigation Order (GLO) scheme

Information on the GLO scheme can be found on the GLO guidance page and GLO ‘questions and answers’ page.

The GLO scheme deals with the 492 members of the High Court ‘Group Litigation Order’ case against the Post Office who were not convicted. As of 31 July 2026, 457 of these had settled their claim.

The 35 remaining claims are in a mix of stages including:

  • awaiting an offer
  • considering an offer
  • incomplete

4.1 Full and final claimant stages

As of 31 July 2026, full and final claims have been received from 486 of the 492 claimants and have been assessed as complete. Of the complete claims, 457 claims have been settled. Another 27 postmasters have received offers from BIST, and the remaining 2 claims are under assessment. Of the settled claims, 158 received £75,000 fixed sum award payments.

4.2 Scheme delivery targets

BIST is committed to targets of:

  • making a first offer within 40 working days of full claim submission to 90% of claimants
  • providing a substantive response within 40 working days to 90% of claimants who submit a complete challenge from 1 December 2024

As of 31 July 2026, 88.0% of claimants received their first offer within 40 working days of submitting a full claim, and 92.4% of claimants who submitted complete challenges after 1 December 2024 received their substantive response within 40 working days of doing so.

4.3 Progress of original 555 Group Litigation Order members

Of the 555 members of the group which brought the GLO case to the High Court, 492 have had their claims settled as of 31 July 2026. This includes the 26 who had their claims fully settled through the OC scheme prior to its closure, and those who settled through the GLO and HCRS schemes.

Status of 63 postmasters with overturned convictions, as of 31 July 2026:

  • 26 had their claims settled through the OC scheme prior to its closure 
  • 9 had their claims settled through the HCRS
  • 19 had claims being processed through the HCRS 
  • 9 are either yet to register for the HCRS, or have registered and not declared their inclusion in the original GLO

5. Horizon Convictions Redress Scheme (HCRS)

Information on the HCRS, including details on the interim payment and fixed sum offer, can be found on the Horizon Convictions Redress Scheme (HCRS) guidance page.

As of 31 July 2026, 505 full and final claims have been settled. This includes claims that transitioned into the HCRS from the OC scheme in June 2025. Including the full and final claims, a total of 540 initial interim claims have been received, and 540 of these have accepted the initial interim payment. Note that a small portion of these claims transitioned to HCRS from POL, some of which may had already received interim payments of varying values from POL.

5.1 Full and final claimant stage

As of 31 July 2026, 535 full and final claims for financial redress have been received via the HCRS. Of these, 505 have settled. Another 15 claimants have received offers from BIST, and 15 claimants are awaiting offers. These figures include the claims that were previously being processed through the OC scheme but transitioned to the HCRS on 3 June 2025.

5.2 Scheme delivery targets

BIST is committed to a target of making a first offer to 90% of claimants within 40 working days of submitting a full claim.

As of 31 July 2026, 93.8% of claimants received their first offer within 40 working days of submitting a full claim.

5.3 Progress of claims with convictions overturned by the courts

40 claims transferred to the HCRS after OC closure. As of 31 July 2026, 21 full claims had been received, 6 of which had been settled. 15 claimants have received offers on full or partially completed claims from BIST.
