2.1 Notes for table 1
In this table:
- data shows progress across full and final claims for live schemes. Further detail on interim payments and claimant progress on the HSS, GLO, and HCRS schemes can be found under the relevant sections of this publication
- data regarding the HSS is sourced from Post Office Ltd, which retains full responsibility for the data it provides
- redress progress and payments data reflects the current position at a point in time. It should be noted that these totals can change slightly as time goes on as both claim progress and payments are retrospectively confirmed
- the Overturned Convictions (OC) scheme formally closed on 2 June 2025. Any OC claims that had not been fully settled as of 3 June 2025 are now being managed under the HCRS. Transferred claims are now reflected in HCRS data
3. Horizon Shortfall Scheme (HSS)
You can find information on the HSS scheme on the Post Office corporate website, including details on:
- ‘original applications’
- ‘late applications’
- interim payments
- full assessment applications
- fixed sum offers
- top-up payments
Post Office Ltd received 2,417 eligible claims by March 2021 and has since received 10,046 eligible late claims to date. Evidence for shortfalls for some of these claims is still being assessed.
As of 31 January 2026, a total of approximately £863 million has been paid out on the HSS (including interim payments). Approximately £552 million has been paid in fixed sum awards to 7,407 claimants (1,252 of whom are claimants who had previously applied for full assessment but then switched to the fixed sum), and approximately £117 million has been paid in top-ups to previously settled claimants.
Please note that, late in this reporting period, there was a sharp increase in application volumes due to the scheme’s closing deadline of 31 January 2026. By the date of this publication, Post Office Ltd were still processing this influx. Consequently, a further rise in ‘claims received’ over the next reporting cycle is expected despite the scheme now having closed to new applications.
3.1 Eligible claimant stages
As of 31 January 2026, 12,463 claims for financial redress have been received via the HSS. This includes applications received before the original deadline and applications received since the scheme reopened in October 2022.
Of the total 12,463 claims received, 10,109 have been paid and a further 23 claimants have accepted offers and are awaiting payment. Another 808 claimants are currently in receipt of offers that they have not yet accepted, and the remaining 1,523 claimants are awaiting offers from Post Office Ltd.
Note that the counts of claims received and claims paid for the HSS may not perfectly reconcile for a variety of reasons which are detailed in previous data publications.

3.2 Horizon Shortfall Scheme Appeals (HSSA)
Information on HSSA can be found on the guidance page. As of 31 January 2026, 546 separate entity registrations have been received, of which 435 have passed eligibility checks so far. 281 of these claims transferred into HSSA from Post Office Ltd’s Dispute Resolution Process (DRP).
As of 31 January 2026, the Department for Business and Trade (DBT) has received all required information for 85 cases, which are considered as full claims. Of the total 85 full claims received, 3 claimants have accepted an offer and been paid. Another 42 claimants have received offers that they have not yet accepted, and the remaining 40 claims are under assessment.
Chart 3: a stacked bar chart showing the current application stages of claims received under the HSSA scheme. There are 0 appellants at present that have accepted their offer but whom are awaiting payment, so these have been omitted from the chart.

3.3 Unsettled original cohort claimants
As of 31 January 2026, 261 HSSA entity registrations were recorded as having applied to HSSA from the HSS ‘eligible claims before original deadline’ cohort. One of these claims had been fully settled within HSSA.
Of the 261 claims:
- 81 had previously settled their claim in HSS
- 7 had previously settled their claims in DRP
- 173 were not reported to have previously settled their claim within the HSS scheme
As stated in a Business and Trade Committee on 6 January 2026, as of 5 January 2026, 228 HSSA entity registrations were recorded as from the HSS ‘eligible claims before original deadline’ cohort.
Whilst unsettled HSS ‘eligible claims before original deadline’ cohort claimants continue to transfer into the HSSA, others will choose to settle via the HSS DRP or by transferring to the fixed sum offer. As of 31 January 2026, there were 242 claimants within the HSS original cohort that remained unsettled (whether progressing their claim with Post Office Ltd or with DBT).
