Post Office Horizon financial redress data as of 26 June 2026

As of 26 June 2026, approximately £1,628 million has been paid to over 12,900 claimants. This includes redress paid under the following live schemes:

  • Horizon Shortfall Scheme (HSS): £995 million total value of all payments including interim payments
  • Horizon Shortfall Scheme Appeals (HSSA): £14 million total value of all payments including interim payments
  • Group Litigation Order (GLO) Scheme: £233 million total value of all payments including interim payments
  • Horizon Convictions Redress Scheme (HCRS): £317 million total value of all payments including interim payments

In addition, the Overturned Convictions (OC) scheme paid out a total of £68 million prior to its closure.

Spend is rounded to the nearest £1 million.

1. Financial redress paid

The chart in this section shows the cumulative total of redress paid by month and broken down by scheme. As of 26 June 2026, approximately £1,628 million has been paid in financial redress. This is up from £1,595 million on 22 May 2026.

2.1  Notes for table 1

In this table:

  • data shows progress and major points of interest across the cohorts. We no longer present the breakdown of ‘offers accepted’ and ‘claims paid’ across schemes, instead providing detail on ‘claims settled’ within scheme cohorts. This will allow us to provide a more complete record of claim and claimant progress in future reports
  • the number of claimants with unsettled HSS claims, who completed their redress journey in the DBT-run HSS Appeals mechanism rather than in the Post Office Ltd-run HSS, is included, in parentheses, under the HSS claims settled value. Note, however, that the square brackets show only the change in claims settled within the HSS scheme itself
  • further detail on interim payments and claimant progress on the HSS, GLO and HCRS schemes can be found under the relevant sections of this publication
  • data regarding the HSS is sourced from Post Office Ltd, which retains full responsibility for the data it provides
  • redress progress and payments data reflects the current position at a point in time. It should be noted that these totals can change slightly as time goes on as both claim progress and payments are retrospectively confirmed
  • the OC scheme formally closed on 2 June 2025. Any OC claims that had not been fully settled as of 3 June 2025 are now being managed under the HCRS. Transferred claims are now reflected in HCRS data
  • details on the progress of HSSA claims are not included in this table but can be found in section 3.2

3. Horizon Shortfall Scheme (HSS)

You can find information on the HSS on the Post Office corporate website, including details on:

  • original applications
  • late applications
  • interim payments
  • full assessment applications
  • fixed sum offers
  • top-up payments

Post Office Ltd received 2,417 eligible claims by March 2021 and has since received 11,779 eligible late claims, totalling 14,196 claims. Of the original cohort of claimants, 2,187 have now settled by accepting offers through HSS. Evidence for shortfalls is still being assessed for some late claims.

The £995 million that has been paid out on the HSS as of 26 June 2026, includes:

  • redress offer payments and interim payments
  • approximately £674 million paid in fixed sum awards to over 8,900 claimants
  • approximately £120 million paid in top-ups to previously settled claimants

At the start of 2026, there was a sharp increase in application volumes due to the scheme’s closing deadline of 31 January 2026. As of this publication, Post Office Ltd is still processing this backlog of claims. Consequently a further rise in ‘eligible claims received’ over the subsequent reporting cycles is still expected, despite the scheme having closed to new applications.

3.1 Full and final claimant stages

As of 26 June 2026, 14,196 claims for financial redress have been received through the Horizon Shortfall Scheme. Of these claims, 11,772 claims have been settled through accepting an offer through HSS. Another 1,163 claimants have received offers that they have not yet accepted. The remaining 1,261 claims are under assessment by Post Office Ltd. Note that, of the unsettled HSS claims, 21 have now settled in HSSA after transferring from HSS or Dispute Resolution Process (DRP) (see Table 2).

There are other cases where claims may have settled through another route other than being associated with an accepted HSS offer. Future publications will provide a further breakdown on HSS claims and how and where they have settled.

3.2 Horizon Shortfall Scheme Appeals (HSSA)

Information on HSSA can be found on the HSSA guidance page. As of 26 June 2026, 571 separate entity registrations have been received, of which 524 have passed eligibility checks so far.

As of 26 June 2026, the Department for Business and Trade (DBT) has received all required information for 110 cases, which are considered as full claims. Of the total full claims received, 22 claims have been settled (offers accepted). Another 67 claimants have received offers that they have not yet accepted, and the remaining 21 claims are under assessment.

3.3 Unsettled and settled HSS claimants with full HSSA claims

HSSA claims can include claims from claimants with settled or unsettled HSS claims, originating from either the ‘Original’ and ‘Late’ HSS cohorts. Table 2 shows the numbers of full claims from claimants who previously had settled claims and unsettled claims in HSS or DRP, and the number of those claimants who now have claims settled in HSSA, split by HSS cohort.

3.4 Scheme delivery targets

DBT is committed to a target of making a first HSSA offer to 90% of claimants within 40 working days of submitting a full claim.

As of 26 June 2026, 87% of claimants received their first offer within 40 working days of submitting a full claim.

4. Group Litigation Order (GLO) scheme

Information on the GLO scheme can be found on the GLO guidance page and GLO ‘questions and answers’ page.

The GLO scheme deals with the 492 members of the High Court ‘Group Litigation Order’ case against the Post Office who were not convicted. As of 26 June 2026, 452 of these had settled their claim.

The 40 remaining claims are in a mix of stages including:

  • awaiting an offer
  • considering an offer
  • incomplete

4.1 Full and final claimant stages

As of 26 June 2026, full and final claims have been received from 485 of the 492 claimants and have been assessed as complete. Of the complete claims, 452 claims have been settled. Another 31 postmasters have received offers from DBT, and the remaining 2 claims are under assessment. Of the settled claims, 158 received £75,000 fixed sum award payments.

4.2 Scheme delivery targets

DBT is committed to targets of:

  • making a first offer within 40 working days of full claim submission to 90% of claimants
  • providing a substantive response within 40 working days to 90% of claimants who submit a complete challenge from 1 December 2024

As of 26 June 2026, 88.0% of claimants received their first offer within 40 working days of submitting a full claim, and 92.8% of claimants who submitted complete challenges after 1 December 2024 received their substantive response within 40 working days of doing so.

4.3 Progress of original 555 Group Litigation Order members

Of the 555 members of the group which brought the GLO case to the High Court, 487 have had their claims settled as of 26 June 2026. This includes the 26 who had their claims fully settled through the OC scheme prior to its closure, and those who settled through the GLO and HCRS schemes.

Status of 63 postmasters with overturned convictions, as of 26 June 2026:

  • 26 had their claims settled through the OC scheme prior to its closure 
  • 9 had their claims settled through the HCRS
  • 19 had claims being processed through the HCRS 
  • 9 are either yet to register for the HCRS, or have registered and not declared their inclusion in the original GLO

5. Horizon Convictions Redress Scheme (HCRS)

Information on the HCRS, including details on the interim payment and fixed sum offer, can be found on the Horizon Convictions Redress Scheme (HCRS) guidance page.

As of 26 June 2026, 501 full and final claims have been settled. This includes claims that transitioned into the HCRS from the OC scheme in June 2025. Including the full and final claims, a total of 536 initial interim claims has been received, and 536 of these have accepted the initial interim payment.

5.1 Full and final claimant stages

As of 26 June 2026, 529 full and final claims for financial redress have been received via the HCRS. Of these, 501 have settled. Another 13 claimants have received offers from DBT, and 15 claimants are awaiting offers. These figures include the claims that were previously being processed through the OC scheme but transitioned to the HCRS on 3 June 2025.

5.2 Scheme delivery targets

As of 26 June 2026, 92.9% of claimants received their first offer within 40 working days of submitting a full claim.

5.3 Progress of claims with convictions overturned by the courts

40 claims transferred to the HCRS after OC closure. As of 26 June 2026, 20 full claims had been received, 6 of which had been settled. 14 claimants have received offers on full or partially completed claims from DBT.

In the previous publication (data as of 22 May), the number of claimants who had received an offer was 16. We have reduced this value by 2 to reflect increased specificity in the way the DBT label OC claims that transitioned to HCRS, and to ensure we only count the offers issued by DBT.
