Port of London Authority Harbour Revision Order
The Port of London Authority applied for a Harbour Revision Order in 2021. During the statutory consultation a number of objections were raised which resulted in revised versions of key application documents, the Amended Port of London Authority Harbour Revision Order (16 January 2024) and the Amended Statement in Support (16 January 2024) as can be seen below. There remained a number of outstanding objections which were not withdrawn and the Marine Management Organisation (MMO) decided on 19 August 2024 to cause a public inquiry to be held and Christopher Jacobs was appointed as Inquiry Chair (the Chair) on 11 September 2024, and Helen Wilson was appointed as Programme Officer. The inquiry commenced 25 February 2025 and concluded 14 March 2025. A site visit took place on 18 and 19 March 2025, comprising a view by boat of the tidal River Thames from London Gateway to Teddington Lock. Following the inquiry, the Chair issued his report to MMO, dated 8 October 2025. MMO considered the report and accepted the recommendations made by the Chair. It further concluded that the modifications to the proposed order substantially affected the overall character of the proposed order, and conducted a period of consideration of those modifications in accordance with the requirements of Schedule 3, paragraph 21 of the Harbours Act 1964. The period of consideration was held between 11 December 2025 and 21 January 2026 inclusive. MMO has now published the Chair’s report in full. MMO decided on 19 August 2024 to cause an inquiry to be held into the applicant’s harbour revision order application.
