Pensions and ageing society statistics: release strategy

Introduction

This document explains how DWP manages the release of statistics related to pensions and ageing society.

Release strategy, detail and timetable

There has been significant reform in the pension’s policy area over recent years, which has resulted in an increased demand for statistical information. This has been met by publishing new analysis and statistics on the impacts of the new State Pension, the number of State Pension statements issued, and the impact of automatic enrolment.

As part of our Fuller Working Lives strategy, a new annual statistical publication on the labour market status of individuals over the age of 50 years will be published in July 2016. This will include employment status by five year age band (50-54, 55-59, 60-64, 65-69, 70-74 and 75+) and gender. It will also include statistics on full time and part time employment split by five year age band and gender.

This statistical release is a key resource in publically monitoring the employment levels of those over the age of 50 years, which is of importance alongside an ageing population. The detail will provide further insight into the differences between the age groups within this population. The data is based on analysis of the Labour Force Survey (LFS) and Annual Population Survey (APS).

These will be experimental Official Statistics in order to seek feedback from users and to allow us to build on the statistical evidence on Fuller Working Lives.

Statistics from our administrative data sources relating to the new State Pension and pre-2016 system will continue to be released quarterly via the Department’s online tools. This includes information on caseloads and average amounts in payment which can be broken down by a variety of characteristics and demographics.

On private pensions we currently publish two key statistical releases.

The first is workplace pension participation and saving trends of employees eligible for automatic enrolment.

This Official Statistic publication, with regular updates planned every year during the implementation of automatic enrolment, complement the annual evaluation reports by being more timely and providing more detailed breakdowns.

It includes detailed breakdowns of two key measures for evaluating the progress automatic enrolment implementation has had in:

  • increasing the number of savers, by monitoring trends in workplace pension participation and persistency of saving
  • increasing the amount of savings, by monitoring trends in workplace pension saving

This publication is based on analysis of the Office for National Statistics’ Annual Survey of Hours and Earnings (ASHE), and the DWP’s Family Resources Survey.

The second is Workplace pensions: update of analysis on automatic enrolment.

This annual release contains estimates and analysis relating to Automatic Enrolment; it estimates the overall impact on pension saving and the number of workers affected by Automatic Enrolment. It also provides analysis on the characteristics of different groups of workers (such as eligibility and earnings).

This publication is based on analysis of ASHE, ONS Labour Force Survey and DWP modelling.

Future Releases

As the pensions and ageing landscape continues to evolve, and policies develop, we will continue where relevant, to support this process and demand for information through publication of additional statistics.

In line with the statistical Code of Practice for Official Statistics, details of any further statistical releases will be pre-announced ahead of their publication and will continue to be produced to a high standard which includes robust quality assurance.
