Background 

The Evaluation Strategy document develops the monitoring and evaluation plans laid out in the Pension Schemes Act Impact Assessment. This expands the established core metrics and explores the outcomes and evaluation questions for individual policies, which will be essential in understanding the impact of the policies in the Act and assessing the progress being made across the pension landscape. 

Logic models and evaluation questions 

DWP has developed logic models with the intention of demonstrating the high-level link between the key policies to be delivered by DWP in the Act, and their outcomes. They have then been used to inform the evaluation questions presented for each policy, which explore the questions and sub-questions that will be answered as part of the evaluation plans.  

Current position and future data plans 

DWP has used currently available data to provide estimates of the current position against the headline metrics laid out within the strategy. Following this, the strategy outlines the current plans for future data collection, working with FCA, TPR, and HMT.
