This report is published by government on behalf of the Oxford Growth Commission.

It sets out the Chair of the Oxford Growth Commission’s interim views on how best to unlock and accelerate growth in Oxford and the surrounding area. 

It includes 47 recommendations for central and local partners, with a focus on maximising the benefits of growth for the local area and the UK as a whole. 

Neale Coleman CBE was appointed as Chair of the Oxford Growth Commission in May 2025 to support the delivery of infrastructure, housing and employment to unleash Oxford and Oxfordshire’s economic power.
