Details
This policy framework applies to people on licence who wish to travel outside of the United Kingdom and Islands, either on a temporary or permanent basis.
The policy ensures that public protection remains the primary consideration while providing a clear and consistent framework for assessing requests to travel abroad. It introduces a decision-making framework which probation staff must apply when assessing requests and ensure that all relevant risk, safeguarding and public protection considerations are taken into account.
These provisions fall into 2 categories:
- Temporary Travel: Where an individual is requesting permission to travel outside of the UK and Islands on a temporary basis, with an anticipated return date
- Permanent Travel: Where an individual is requesting permission to reside outside of the UK and Islands on a permanent basis, without an anticipated return date
Staff must also consider any current travel advice issued by the Foreign, Commonwealth and Development Office (FCDO) in relation to the destination country or territory, including advice against all travel or all but essential travel.
This policy replaces the Travel and Transfer on Licence and Post-Sentence Supervision Outside of England and Wales policy framework.
Guidance on the transfer of licence supervision between jurisdictions within the UK and Crown Dependencies is contained within the Transfer of Licence Supervision within UK and Crown Dependency Jurisdictions Policy Framework.
