Nottingham Trams: CCTV and SIA licensing

1. Request

Nottingham Trams run an in-house control room whereby CCTV is used to monitor trams and platforms, where the public are monitored. They have notices placed around the tram system that CCTV monitoring is taking place for the prevention and detection of crime, and safety and security of passengers and staff.

  1. In this situation is Nottingham Trams Ltd licensed with yourselves?
  2. Does Nottingham Trams have an exemption?
  3. Would the CCTV operators be required to have an SIA CCTV operator licence?

2. Response

I can confirm that the SIA does hold this information.

  1. The SIA does not license companies or businesses; we only license individuals.
  2. If Nottingham Trams has a contract for services for the provision of the CCTV operatives, then those CCTV operatives will require public space surveillance (CCTV) licences to undertake their role. A contract for services is when a client (in this case, Nottingham Trams) has a contract with a security company, who provides a security service to Nottingham Trams. If Nottingham Trams directly employs the CCTV operatives, then those operatives do not require a CCTV licence. If this is the case, then Nottingham Trams does qualify for the ‘in-house’ exemption.
  3. CCTV operators at Nottingham Trams who work in-house – that is, directly employed by Nottingham Trams – do not require a public space surveillance (CCTV) licence.
