Notice to Traders 18/21 - Poultrymeat Import Quota

Introduction

The quantities available for the next round of poultrymeat import quotas are detailed in Annex 1 attached.

The application period

For the period 1 May to 30 June 2021 you may apply for import licences between 1 April 2021 and 5pm on 7 April 2021.

It is your responsibility to check that the application is correct at the time of submission.

Note: We will reject any applications, securities or proof of trade received after 5pm on 7 April 2021.

Proof of trade

If it is your first application of the quota year you must provide evidence to show that you imported at least 50 tonnes (for order numbers 05.4067, 05.4068, 05.4212, 05.4213, 05.4217, 05.4218, 05.4251, 05.4252, 05.4253, 05,4260, 05.4264 and 05.4265) or 250 tonnes (for order numbers 05.4215, 05.4254, 05.4255, 05.4256, 05.4258 and 05.4259) of any poultry product during:

  • the 12 month period ending 31 May 2020; and
  • the 12 month period immediately prior to that.

Note: We will reject your application if there is not enough tonnage to qualify.

You must supply the original import document (C88) form, or a copy certified as a ‘true copy’ of the original stamped by Customs. We will not accept photocopies of the Customs stamp or scanned versions of these documents.

Supporting documents

If it is your first application of the quota year you must send us a valid VAT certificate when submitting your application. If you are registered as part of a group you must provide a valid VAT certificate that lists each company within the group.

Licence applications

In box 8, the country of origin:

  • you must put a cross in the ‘No box for order numbers 05.4067, 05.4068, 05.4213, 05.4218, 05.4260, 05.4264 and 05.4265 and a cross in the ‘Yes box for all other order numbers.

in box 20, special particulars:

  • you must state ‘Statutory Instrument 2020 No. 1432’ and the quota order number that you are applying under.

Licence security

Applications must be accompanied by a security of £10 per 100kgs for order numbers 05.4214, 05.4217, 05,4251, 05.4252 and 05.4253, £20 per 100kgs for order numbers 05.4067 and 05.4068, £35 per 100kgs for order numbers 05.4215, 05.4254, 05.4255, 05.4256, 05.4258 and 05.4259 and £50 per 100kgs for order numbers 05.4212, 05.4213, 05.4218, 05.4260, 05.4264 and 05.4265.

In box 11 you should state:

  • the amount of security expressed in UKP (£);
  • the type of security, for example ‘block guarantee’, ‘cash’ or ‘single transaction guarantee’; and
  • the trader number of the block guarantee holder if you are using another trader’s block guarantee.

If you are using another trader’s block guarantee you must make sure that your cross reference details are set up before you send us your application.

Note: We will reject your application if the cross reference is not set up and you do not submit security in another format within the application period.

We will not accept any amendments to block guarantees after the application period has closed. This includes cross reference amendments.

Licence validity

Licences will be valid from 1 May until 30 June 2021.

Release of security

Security against the main electronic licence (excluding extracts) will be released automatically upon attribution of at least 95% of the licence quantity.

Transfer of rights

The rights of a licence may only be transferred to companies that have satisfied the proof of trade requirements detailed in this notice. The rights of a licence can only be transferred once, to the nominated transferee. Further transfers of rights are not permitted, other than to transfer the rights back to the original licence holder.

Animal and public health

To protect animal and public health, all products of animal origin may be subject to veterinary conditions or restrictions. You can call the Animal and Plant Health Agency Carlisle on 01228 403600 for advice on whether and under what conditions imports are allowed.
