NTE 2026/12: exports to sanctioned destinations
Published 17 April 2026
Introduction
From Monday 27 April, the Office of Trade Sanctions Implementation (OTSI) will become responsible for licensing sanctioned goods and associated ancillary services for export (where these are not otherwise subject to export controls).
The Export Control Joint Unit (ECJU) will continue to be responsible for licensing all goods and associated ancillary services which are subject to export controls (including where the destination is sanctioned).
Regardless of which team is processing your application, the application route will continue unchanged for now and licensing of sanctioned goods and ancillary services will be managed via the Department for business and trade (DBT) SPIRE system.
OTSI has published an update which explains the changes and what this means for exporters when applying for an export licence for sanctioned destinations via SPIRE.
