NTE 2025/25: reversal of new ultimate end-user screen

Introduction
The Export Control Joint Unit (ECJU) released a notice on Friday 15 August 2025, advising of an additional possible ultimate end-user screen for exporters to complete for stockist applications. We have since reversed the change implemented and the ‘Details of Possible Ultimate End-Users’ screen has been withdrawn until further notice.
Further updates relating to stockist application with unknown ultimate end-users will be shared once available.
For now, ECJU requests that all stockist applications submitted to the Licensing for International Trade and Enterprise (LITE) system advise of the product(s) having an ultimate end-user(s) involved in the proposed export.
Where a stockist does not yet know who the ultimate end-user of the product is, the ultimate end-user’s name should be recorded as ‘Unknown’, with the relevant destination added to the address field/country.
Each possible ultimate end-user destination should be recorded as a separate ultimate end-user entry.
