NOTICE TO TRADERS 05/20 - EGG IMPORT QUOTA

Introduction

The quantities available for the next round of egg import quotas are detailed in the attached Annex.

The application period

For the subperiod 1 April 2020 to 30 June 2020, you may apply for import licences between 1 March 2020 and noon on 6 March 2020.

It is your responsibility to ensure the application and all additional documentation is correct at the time of submission.

Note: We will reject any applications (including supporting documents), securities received after noon on 6 March 2020 or proof of trade received after 5pm on 6 March 2020.

Proof of trade

If it is your first application of the quota year you must provide evidence to show that you imported or exported at least 50 tonnes of product (shell egg equivalent) covered by Regulation (EEC) Nos. 2771/75 and 2783/75 during:

  • the 12 month period immediately prior to the time of your application; and

  • the 12 month period immediately prior to that; or

  • be accredited for the treatment of egg products in accordance with Article 4 of Commission Regulation (EC) No. 853/2004

We will reject your application if there is not enough to qualify.

You must supply the original C88s, or a copy certified as a ‘true copy’ of the original stamped by Customs. We will not accept photocopies of the Customs stamp or scanned versions of these documents.

We do not require endorsed C88 documents for electronic licence attributions.

Supporting documents

If it is your first application of the quota year you must send us a valid VAT certificate when submitting your application. If you are registered as part of a group you must provide a valid VAT certificate that lists each company within the group.

Licence applications

In box 8, the country of origin:

  • you must put a cross in the ‘No’ box; and

In box 20, special particulars:

  • you must state the regulation number and order number that you are applying under

Applications under all order numbers must be for a minimum of one tonne.

Licence security

Applications under Commission Regulation (EC) No. 539/2007 must be accompanied by a security of €20 per 100kgs.

In box 11 you should state:

  • the amount of security expressed in the same unit of currency that your guarantee is lodged;

  • the type of security, for example ‘block guarantee’, ‘cash’ or ‘single transaction guarantee’; and

  • the trader number of the block guarantee holder if you are using another trader’s block guarantee

If you are using another trader’s block guarantee you must ensure that your cross reference details are set up before you send us your application. We will reject your application if the cross reference is not set up and you do not submit security in another format within the application period.

We will not accept any amendments to block guarantees after the application period has closed, including cross reference amendments.

Licence validity

Your licence will be valid for 150 days from the first day of the subperiod but not beyond the last day of the quota year.

Release of security

You must return your paper licences within 45 days of the expiry date. If you do not you will forfeit your security.

Security against the main electronic licence (excluding extracts) will be released automatically upon attribution of at least 95% of the licence quantity.

Transfer of rights

The rights of a licence may only be transferred to companies that have satisfied the proof of trade requirements detailed in this notice. The rights of a licence can only be transferred once, to the nominated transferee. Further transfers of rights are not permitted, other than to transfer the rights back to the original licence holder.

Animal and public health

To protect animal and public health, all products of animal origin may be subject to veterinary conditions or restrictions. You can call the Animal and Plant Health Agency Carlisle on 01228 403600 for advice on whether and under what conditions imports are allowed.
