Northern Ireland Delivery Programme
In August 2026, HMRC’s Accounting Officer undertook an assessment of the Northern Ireland Delivery Programme.
The programme was established following the United Kingdom’s exit from the European Union to deliver the changes required to HMRC systems, to enable HMRC and businesses to operate within the terms of the Windsor Framework.
The Accounting Officer’s assessment concluded that the programme continues to be value for money and deliverable.
