Details
On 10 December 2021 the Secretary of State for Business, Energy and Industrial Strategy granted consent for the Norfolk Boreas Offshore Wind Farm Order 2021, which contains within Schedules 9, 10, 11, 12 and 13, five deemed marine licenses (“DMLs”) in accordance with Section 149 of the Planning Act 2008. The Norfolk Boreas Offshore Wind Farm Order 2021 has since been amended in September 2022.
On 11 February 2022 the Secretary of State also granted consent for the Norfolk Vanguard Offshore Wind Farm Order 2022, which contains within Schedules 9, 10, 11 and 12, four DMLs in accordance with Section 149 of the Planning Act 2008. The Norfolk Vanguard Offshore Wind Farm Order 2022 has since been amended in September 2022 and December 2023.

The nine DMLs contained within these two Orders will be split across three proposed Offshore Wind Farms to be constructed off the Norfolk Coast, entitled Norfolk Vanguard East, Norfolk Vanguard West and Norfolk Boreas.
On 12 March 2025 the Marine Management Organisation (“MMO”) received a request from Norfolk Vanguard West Limited, Norfolk Vanguard East Limited and Norfolk Boreas Limited to vary eight of the DMLs contained within the Norfolk Boreas and Norfolk Vanguard Offshore Wind Farm Orders 2021 and 2022 (As amended), specifically:
- Schedules 9 and 10 (of both Orders), Part 2, Condition 19(1) and (3)
- Schedules 11 and 12 (of both Orders), Part 2, Condition 14(1) and (3)
Subsequently, on 2 September 2025 the MMO received a request from Norfolk Vanguard West Limited to make a further amendment to Schedules 9 and 11 contained within the Norfolk Vanguard Offshore Wind Farm Order 2022 (As amended), specifically:
- Schedules 9 and 11 of the Norfolk Vanguard Offshore Wind Farm Order 2022 (As amended), Part 1, Paragraph 1
Finally, on 22 September 2025 the MMO received a request to amend the registered address of the “undertakers” as listed within the ‘Interpretation’ section of all nine DMLs contained within the Norfolk Boreas and Norfolk Vanguard Offshore Wind Farm Orders 2021 and 2022 (As amended), specifically:
- Schedules 9, 10, 11 and 12 of the Norfolk Vanguard Offshore Wind Farm Order 2022 (As amended), Part 1, Paragraph 1
- Schedules 9, 10, 11, 12 and 13 of the Norfolk Boreas Offshore Wind Farm Order 2021 (As amended), Part 1, Paragraph 1
The MMO’s decision was to vary the DMLs as detailed in the Decision Letter and Notices of Variation, effective from 1 October 2025.
