Terms of reference: technical and advisory support to CSSF Nigeria

Objectives

The programme has three complementary strands of work (outputs 1-3) and will contribute to reinforcing WPS mainstreaming within the wider HMG work. Under each strand in FY 20-21 (year one) the programme will focus on piloting approaches and laying the foundations for work to be expanded and deepened in FY 21-22 and FY22-23 (years two and three).

Output 1

The capacity, coordination and connectedness of women’s rights organisations, politicians and women peace actors is strengthened, including their ability to respond to COVID-19 priorities.

Output 2

The application of evidence informed approaches to violence against women and girls (VAWG) prevention and response is strengthened through development of a model for the application of the Violence Against Persons (Prohibition) Act, targeted technical support, learning and political influencing.

Output 3

Evidence and analysis is generated to inform the UK’s ongoing work on WPS and influence that of other key actors in Nigeria.

Budget/ timeframe

The estimated budget for this ToR shall cover up to 50 days (including field visits and remote work), 5-8 days a month till March 2021.

Scope of work/ outputs

The Consultant will deliver the following:

  • provide technical support and quality assurance internally to the WPS Working Group and across HMG funded programmes in Nigeria, providing input to strategy formulation, technical reports and briefing documents; while building capacity and improving the mainstreaming of WPS issues in HMG funded programmes
  • provide technical quality assurance and support to partners as necessary on evidence-based approaches to violence against women and girls (VAWG) prevention and response, and best approaches to women’s rights and WPS programming
  • contribute to political access and influencing through external engagements with a wide range of Nigerian security actors; ministries; departments and agencies (MDAs) and civil society partners active in the WPS sector, to augment and improve existing WPS capacity and policy development and implementation
  • support research, evidence gathering and lessons documentation; in close consultation with CSSF West Africa’s Monitoring, Evaluation and Learning Contract. This includes feeding into the design work in the inception phase (Theory of Change, Programme Risks and Results Framework) and subsequent phases of the programme.

The recipient

The recipient of these services will be HMG/ CSSF Nigeria and vulnerable Nigerian citizens negatively impacted by the failure to address WPS issues in policies and programmes.

Duty of care

Duty of care for this assignment lies with the consultant.

Person specification

  • strong understanding of conflict, gender and security
  • previous experience working on WPS issues within the region or Nigerian context is desirable
  • good understanding and applied experience of evidence and best practice approaches to VAWG prevention and response, ideally in conflict contexts
  • extensive strategy experience in international development, with focus on programme design or advisory for gender, conflict and security Official Development Assistance (ODA) programmes
  • experience delivering high-quality technical assistant or advisory support, preferably on behalf of organisations working in complex conflict environments and/ or the UK government and of designing and developing related programmes
  • familiarity with the political environment and peace/ security institutions across Nigeria, including how they operate in conflict context(s)
  • understanding of the civil society (CSOs) operating space in Nigeria and ability to conduct extensive stakeholder mapping, policy analysis and political influencing across government, CSOs and donor agencies
  • strong communication/advocacy skills and a proven track record of producing good policy/programme documents and research outputs
