Instructions

This note describes each of the fields of the measurement annex for input and impact indicators.

Please read this, and then fill in the accompanying Excel workbook to provide details on each of the indicators in your Business Plan.

Information

Field New car carbon dioxide emissions
Technical definition Average carbon dioxide (CO2) emissions of newly registered cars in the Driver and Vehicle Licensing Database.
Rationale EU Regulation (EC) No 443/2009 sets fleet average performance standards for new passenger cars sold in Europe, as part of an integrated approach to reduce CO2 emissions from road transport. The Regulation requires Member States to record and submit to the European Commission information for each new passenger car registered in its territory.
Formula All newly registered cars in the DVLA database should have a CO2 emission figure, based on a standard test. The indicator is the average (mean) of this figure for all cars newly registered in the relevant period.
Start date Data are available from 2001, but the CO2 figures are only considered complete and reliable from April 2002, therefore earlier data should be treated with caution.
Performance (optional) The measure should decrease as vehicles with lower emissions progressively enter the market.
Behavioural impact Collecting the data is unlikely in itself to have any behavioural impact. The indicator does not create perverse incentives.
Comparability Comparable data are collected across EU Member States under EU Regulation (EC) No 443/2009.
Collection frequency Underlying data are collected and published at a high level on a monthly basis. The specific figures for the indicator are published quarterly.

Robustness and data limitations The data come from the DVLA Vehicle Registration Database so although there are some inaccuracies, these are only for a very small proportion of the vehicles, and checks are carried out to ensure that there is no material effect on the average CO2 figures.
Collecting organisation DVLA and DVA collect the underlying data. The Department for Transport aggregates the data and produces the output statistics.
Return format Grams of carbon dioxide emitted per kilometre (as measured by Regulation (EC) No 715/2007).
