In 2010 the Prime Minister launched the National Wellbeing Programme to “start measuring our progress as a country, not just by how our economy is growing, but by how our lives are improving; not just by our standard of living, but by our quality of life”.

Since then the Office for National Statistics (ONS) has held a national debate on ‘what matters to you?’ (pdf, 1.13 MB), which led to the development and publication of a measurement framework comprising 10 domains and 38 measures of wellbeing – this includes the things that people have told us matter to them and to their quality of life.
