The Preventive Action Plan: Gas is made in accordance with Regulation 2017/1938 concerning measures to safeguard the security of gas supply, incorporated into UK law by section 3 of the European Union (Withdrawal) Act 2018, with amendments made by the Gas (Security of Supply and Network Codes) (Amendment) (EU Exit) Regulations 2019.

The Plan includes an annex summarising response procedures for downstream gas and electricity emergencies, which are comprehensively set out in the National Emergency Plan for Downstream Gas and Electricity.
