Details

This framework sets out the government’s strategic vision for a modern, consistent and enabling licensing system for on-trade premises in England and Wales. It provides guidance to licensing authorities and industry on applying the Licensing Act 2003 in a way that safeguards communities while supporting investment, regeneration and cultural vitality.

This first version of the framework has taken account of responses to the call for evidence on Reforming the licensing system.

The framework has been developed in response to the Licensing taskforce report and government response. The government will continue to deliver on the taskforce’s recommendations, including extending the number of Temporary Events Notices (TENs) licensees can apply for.
