National Lead Force for Fraud

The City of London Police has an agreement with the Home Office to act as the National Lead Force (NLF) for fraud.

Aim and objectives

The aim of the agreement is to protect the public by preventing and disrupting fraud through capable, coordinated and effective policing.

Under this agreement, the City of London Police is responsible for:

  • setting the national fraud policing strategy and leading and coordinating the police response to fraud
  • co-ordinating national fraud reporting, including through Action Fraud
  • national triaging and allocation of fraud cases and intelligence
  • investigation of nationally significant, serious and complex fraud
  • leadership and coordination of victim care
  • workforce development, including training, continuous professional development and dissemination of good practice across police forces
  • collation, interpretation and reporting of national fraud policing performance

Funding

The Home Office provides funding to the City of London Police to support the delivery of its National Lead Force responsibilities. Information on the City of London Police’s income is published on its website.

Governance and accountability

The City of London Police provides quarterly reports on its performance, as the National Lead Force, to the Fraud and Cyber Crime (National Systems) Board. This board is chaired by the Home Office and includes representatives from the City of London Police, the National Crime Agency, and the City of London Corporation.

The National Systems Board reports into:

  • the Economic Crime Delivery Board (Chaired by Permanent Secretaries of the Home Office and HM Treasury)
  • the Economic Crime Strategic Board (Chaired by the Home Secretary and the Chancellor of the Exchequer)

The City of London Police is also accountable for its performance as the National Lead Force for fraud to the Economic Crime Committee of the City of London’s Police Authority Board. The Committee meets quarterly and considers matters involving the Force’s national responsibilities for economic crime and fraud investigation.
