In line with the recommendations made in the World Social Protection report 2017-19, the ILO will support the monitoring of target 1.3 of the Sustainable Development Goals by developing, in collaboration with other organizations, the adequate guidance and tools, as well as technical advice to countries that are promoting the inclusion of persons with disabilities in social protection systems, including social protection floors.

Timeframe and/or implementation plan (75 words limit)

A global project will allow that by the end of 2020, the ILO, in collaboration, among others, with UNICEF, World Bank and the International Disability Alliance, will have produced and tested the relevant tools and will have provided assistance to at least seven developing countries interested in including persons with disabilities in their social protection systems.

Building on the achievements of the ILO Global Business and Disability Network, spearhead the promotion of employment of persons with disabilities in the private sector in developing countries through collaboration with national business and disability networks as well as the tripartite constituents of the ILO (Governments, employers’ federations and workers’ associations) and Disabled People’s Organizations.

Timeframe and/or implementation plan (75 words limit)

The ILO will mobilise additional resources for the promotion of the private sector employment of persons with disabilities by leveraging strategic partnerships for the achievement of target 8.5 of the Sustainable Development Goals. At country level, the ILO will establish new and strengthen existing national business and disability networks, as well as work with ILO’s tripartite constituency to create more enabling legal and policy environments for the employment of persons with disabilities.

In order to monitor the progress towards the goals set in the 2030 Agenda for Sustainable Development, especially goals regarding labour market outcomes and access to social protection of persons with disabilities, the ILO will contribute to the production of disability-disaggregated data by promoting the inclusion of Washington Group questions in labour force surveys and other household surveys.

Timeframe and/or implementation plan (75 words limit)

The ILO, will promote the use of the Washington Group questions in labour force surveys at the 20th International Conference of Labour Statisticians in October 2018, and together with the Washington Group, will develop a labour force survey module on obstacles people with disabilities face in the labour market, by the end of 2019. Further, the ILO will provide the required technical assistance to national statistical offices and Ministries of Labour to support the collection, analysis and dissemination of disability disaggregated data.
